In this tutorial, you will learn how to turn off the new proportional scaling while transforming layers in Photoshop CC 2019 and CC 2020.
You may have noticed that holding Shift now gets you the un-proportional scale effect.

But, since this is a very confusing and not useful new change in functionality, there is a great, new simple checkbox in Photoshop CC 20.05 and newer, that allows you to instantly bring back the previous feature of holding Shift to scale and transform layers proportionally.

These are the simple steps for fixing the Shift Key for Proportional Scale in Photoshop version 21 or newer.

1. Open the Preferences Panel.
2. Press Ctrl K on Windows or Command K on the Mac.
3. Check “Use Legacy Free Transform”.
4. From the General tab, make sure that the box that reads Use “Legacy Free Transform.” is checked.
5. Restart Photoshop CC (if the new settings do not take place).
